Who's on first?


Former Gen.John Shalikashvili will retire as a member of the Boeing Co.'s board of directors, a post he's held since 1999, when his term expires later this year. Shalikashvili retired from the Army as chairman of the Joint Chiefs of Staff and former commander in chief of U.S. forces in Europe.

Roger Neighborgall has joined ITS Corp., Oxnard, Calif., as senior vice president of strategic planning, working from ITS' Arlington, Va., office. Neighborgall most recently was vice president of business development for Noesis Inc., whose federal sector support services unit was acquired by ITS in December 2005.

The New York office of Venable LLP has added two new partners: Mark Vecchio and Edward Smith. Vecchio joins from the New York office of Heller Ehrman, where he was managing partner. Smith was a bankruptcy litigator and former Assistant U.S. Attorney in the Southern District of New York, joins from Cadwalader, Wickersham & Taft.

Jay Foersterling has joined IT security provider Integrated Security Systems Inc., Irving, Texas, as president and CEO. Former CEO and Chairman C. A. Rundell Jr. will retain the role of chairman, but will be retiring from day-to-day operating responsibility for the company. Foersterling most recently was a principal in ExecutiveSmarts LLC.

Terry Ryan has joined Science Applications International Corp. of San Diego as vice president for strategic development of the company's intelligence and security group. Ryan, former director of Intelligence, Surveillance and Reconnaissance for the Office of the Secretary of Defense, most recently was vice president and director for SRA International Inc.'s Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance Center.

Taylor Lawrence has joined Raytheon Co., Waltham, Mass., as vice president of engineering, technology and mission assurance. Lawrence most recently was sector vice president and general manager of C4ISR and space sensors division at Northrop Grumman Electronic Systems.

The Northern Virginia chapter of the Information Systems Security Association, Reston, Va., elected a new board of directors. President: Brian Schultz, director of information assurance architecture, Nortel Government Solutions Inc.; vice president: Sherry Voit, senior information assurance analyst, Nortel Government Solutions; communications officer: Erik Vadnais, senior security engineer and policy analyst, Ains Inc., Washington; secretary: Marc Noble, computer security officer at the Federal Communications Commission; and treasurer: Sotiris Baxevanis, chief technology officer at Unispec Inc., Los Angeles.

The Information Technology Association of America, Arlington, Va., elected new members to the board of directors of its IT services division: Christopher Carrington, president, Cap Gemini Inc.; Charles Cox, vice president, Electronic Data Systems Corp.; Richard Garnick, president of North American services, Keane Inc.; Roy Haggerty, president and CEO, Ajilon LLC; Surya Kant, Americas president, TCS America Inc.; Kevin Knaul, executive vice president, Hudson Global Resources Inc.; and Nazzic Turner, senior vice president, CGI-AMS.

Sam Bruce has joined Robbins-Gioia LLC, Alexandria, Va., as vice president of business development in the defense division. Bruce most recently was executive vice president and CFO of Star Software Systems Corp.

Thomas Corcoran was named chairman of the board of directors of Proxy Aviation Systems Inc., Germantown, Md. Corcoran is president of management consulting firm Corcoran Enterprises LLC, and a senior adviser for The Carlyle Group, a Washington private equity firm.

Former Rear Adm. Kenneth Slaght has joined Anteon International Corp., Fairfax, Va., as group senior vice president of systems integration for Command, Control, Communications, Computers and Intelligence supporting the Navy. He was commander of the Space and Naval Warfare Systems Command.

Albert Scarinci has joined IT security company AEP Networks Inc., Somerset, N.J., as director of technical support. Scarinci most recently was senior network engineer at Cenlar Federal Savings Bank.

David Keene has joined intelligent video analytics provider Cernium Corp., Reston, Va., as vice president of sales. Keene most recently was general manager of North American operations for video management technology provider VisioWave Inc.

Bradley Wilson has joined Managed Objects Inc., McLean, Va., as vice president of research and development. Wilson most recently was director of engineering at automated voice solutions provider Lucas Systems Inc.

Dan Lindner has joined Mindcorp Inc., Clifton, Va., as vice president of the company's defense sector. Lindner recently retired after 28 years with the Navy and Defense Department in IT and security.

Dennis Dop has joined wireless security system designer RSIalarm Inc. of Minneapolis as vice president of sales and business development. Dop previously was an electronic security manager at ITI Corp.


At MTC Technologies Inc., Dayton, Ohio: Edwin Humphreys III to senior vice president and director of the company's professional services solutions sector; and Robert Shuey III to senior vice president and director of the legacy systems solutions sector.
