Former Defense Information Systems Agency Director and Air Force Lt. Gen. Harry Raduege Jr. joined Deloitte & Touche LLP, McLean, Va., as chairman of the company's new Deloitte Center for Network Innovation in Washington.

Former Federal Aviation Administration Administrator Jane Garvey has joined the board of directors for SpectraSensors Inc., a high-tech spinoff of the NASA/Caltech Jet Propulsion Laboratory. Garvey is executive vice president of Apco Worldwide and chairman of its transportation practice.

Ray Bruhn has joined Thales Communications Inc., Clarksburg, Md., as business development manager. Bruhn's primary responsibility will be expanding the company's Air Force business. Bruhn retired from the Air Force as superintendent of Tactical Automated Security Systems at Hanscom Air Force Base, Mass.

Tom Clemons has joined road and rail planning technology developer Quantm Ltd. of Las Vegas as vice president of business development in North America. Clemons most recently was civil west region sales manager for Bentley Systems Inc.

Robert Chedister has joined Proxy Aviation Systems Inc., Germantown, Md., as vice president of operations, responsible for the manufacturing, final integration and test operations of Proxy Aviation's unmanned aircraft systems. Chedister recently retired from the Air Force with the rank of major general. He last served as commander of the Air Armament Center, Air Force Material Command at Eglin Air Force Base, Fla.

Patricia Myers was named chairwoman of the board of directors for International Information Systems Security Certification Consortium. Myers is information security manager for a large specialty retailer in San Francisco.

Ronald Torrence has been named interim chief financial officer at MacFadden Inc., Silver Spring, Md. MacFadden offers professional services, specializing in program management office support for federal agencies.

Amber Allman and Josh Zecher have joined 463 Communications LLC of Washington as, respectively, technology policy director and public sector vice president. Zecher most recently was a senior internal marketing communications manager at American Online Inc. Allman most recently was public relations director at a local marketing communications firm.

David Gust was named to the board of directors for homeland security technology company Technest Holdings Inc. of Boston. Gust retired from the Army as a major general in 2000. At retirement he was deputy chief of staff for research, development and acquisition at the Army Materiel Command.


At Apogen Technologies Inc., McLean, Va.: At the company's energy and environmental engineering division, Los Alamos, N.M.: Ken Kisiel to vice president and division manager; and Ken Gillespie to division director.

At InfoReliance Corp., Fairfax, Va.: Crouse Powell to sales and marketing director.

At Aerospace Corp., El Segundo, Calif.: Dr. Alvar Kabe to associate principal director in the structural mechanics subdivision, engineering and technology group. In the electronic programs division of the company's national systems group, Chantilly, Va.: Bruce Chudoba to principal director and Christopher Knapp to principal engineer. In the national space systems engineering directorate for architectures, programs and integration, Rosslyn, Va.: Allan LeGrow to associate principal director.

At Raytheon Co., Waltham, Mass.: S. Michael Scheeringa from acting CEO to CEO of the company's fractional ownership entity Flight Options LLC, Cleveland.

Richard Deloney Jr. joined Southfield, Mich.-based TechTeam Global Inc.'s wholly owned subsidiary Government Solutions Inc., Chantilly, Va., as senior vice president of business development. Deloney most recently handled business development and sales for GTSI Corp.'s Defense Department business.

Hartley Jones, former assistant CFO for systems at the Housing and Urban Development Department, joined DecisionPath Consulting Inc., Gaithersburg, Md., to head up the company's federal systems practice. Jones will oversee consulting for government clients as well as grow the practice into federal and state markets.

At Battelle Memorial Institute, Columbus, Ohio: Former Navy vice admiral, and currently director of Battelle's energy, transportation and environment division, Dennis McGinn to senior vice president.

At Thornton-Tomasetti Group Inc., New York: Mark Tamaro to vice president, charged with designing and renovating the company's Washington office.

At Electronic Data Systems Corp.: Kevin McFarling to vice president of service delivery for the company's government business, Herndon, Va. He will oversee IT service implementation and operations for federal, state and local customers.

At Syracuse Research Corp., Syracuse, N.Y.: Greg Burch to senior director of consulting services at the company's operational integration center, overseeing a 50-person staff supporting Defense Department and intelligence community contracts.
