The business development post was previously held by Steve Carrier, who became vice president of Washington operations for Northrop Grumman IT on May 1, said Northrop Grumman IT spokeswoman Juli Ballesteros.

Perkins' tasks will include overseeing of Northrop Grumman IT's long-range strategic plan, leading its marketing and communications initiatives and managing its internal partnerships and alliances.

"Steve [Perkins] is a recognized leader within the information technology field and understands our customers' needs," O'Neill said. "His track record in the defense, intelligence, federal civil, homeland security, state and local, commercial and international markets will serve us well as we support our customers with IT solutions and services, and pursue future business opportunities."

In previous positions at Oracle, Perkins was responsible for sales of Oracle's software solutions and services to the U.S. federal, state, and local governments, as well as the Canadian government and its provincial and local government agencies.
