Lt. Col. Eric Johnson to head its newly opened Atlanta office. Before leaving the Army in 1999, Johnson designed and implemented voice and data networks for the Coalition Operations and Intelligence Center in Kuwait.

Karta Technologies Inc. in San Antonio has named former
Maj. Gen. Dennis Haines as senior vice president for engineering, logistics and training. Haines retired from the Air Force as commander of Warner Robins Air Logistics Center.
Craig Elliott and
Dennis Cloutier will take their seats at
Oculan Corp.'s next board of directors meeting. Elliott is former president and chief executive officer of network communications developer Packeteer Inc. Cloutier is former executive vice president of worldwide sales for IT security developer Watchguard Technologies Inc. The Raleigh, N.C.-based Oculan offers network and systems management software to small- and midsized business.
