DynCorp, IAP lodge complaints over $190M Navy award

IAP Worldwide Services and DynCorp International have filed protests objecting to how the Navy awarded a $190 million base support contract.
One disappointed incumbent and another challenger are objecting to the Navy’s decision to award a $190 million base operations and support contract to joint venture that includes Vectrus and J&J Worldwide Services.
The joint venture unseated IAP Worldwide Services to support the Naval Air Station Patuxent River in Maryland.
IAP has filed a protest questioning the award, as has DynCorp International.
The contract runs for eight years and was slated to begin on July 1, but a protest can delay that start.
Work includes facilities management and administration of airfield facilities and other aspects of the air station.
A certain group of companies typically vies for these kinds of contracts because they generally are long-term and represent strong cash flow. DynCorp and Vectrus have been involved in several protests, particularly involving the $82 billion LOGCAP V contract.
The Patuxent River base operations support services contract is smaller in scale but still important, even if it is just for the past performance experience qualifications with that customer.
