The TSA Reform Act is meant to address concerns of having entrenched bureaucracy and of small businesses being locked out of research and development opportunities because of difficult communications.

The reform act compels TSA to consult with Congress before entering into security-related technology contracts for acquisitions over $30 million, FCW reported.
