No surprise that multiple award contracts dominate but half the contracts are from civilian agencies. The numbers are all in the billions and we have a three-way tie for No. 1

Value: $2.5 billion
Winners: Dell Services Government
Purpose: Provide infrastructure services and support including infrastructure management, asset management, help desk, maintenance, development and integration, and contingency operations.

9. Personnel Support Services of Human Resource Services
(aka PSS HRSS)
Agency: Army
Value: $2.7 billion
Winners: Golden Key Group, IAP World Services, Management Support Technology, Armd Forces Services Corp., Booz Allen Hamilton, IBM Corp., Instos, Serco, Skyline Inc., Strategic Resources Inc., Cybermedia Technologies, Dynamic Systems Technology, General Dynamics, American Systems Corp., BCP International, and CTI Global Solutions.
Purpose: Provide support for human resources, transitioning personnel and families, run well-being programs, manage award programs, program management and training.

8. Total Engineering and Integration Services 3
(aka TEIS 3)
Agency: Army Materiel Command
Value: $2.8 billion
Winners: General Dynamics, NCI Information Systems and Science Applications International Corp.
Purpose: Consolidate several IT services contracts into a single vehicle. Services include systems integration, information security and test and evaluation.

7. Missile Defense Agency Engineering and Support Services
(Aka MiDAESS)
Agency: Missile Defense Agency
Value: $3.2 billion
Winners: Colsa Corp., Booz Allen Hamilton, Odyssey Systems Consulting, Paradigm Technologies, Computer Sciences Corp., Engineering Research and Consulting, Madison Research Corp., Sparta Inc., General Dynamics Corp., Harlan Lee and Associates, Total Solutions Inc., Peopletec Inc., BCF Solutions, Quantech Services, Acquisition Services Corp., QinetiQ, Lockheed Martin, Engineering Management Concepts, Alatec, Bastion Technologies, A-P-T Research, and AI Solutions.
Purpose: Provide a range of services in six functional areas: agency operations support, engineering support, security and intelligence, acquisition support, infrastructure and deployment support.

Agency: Army
Value: $3.7 billion
Winner: General Dynamics Corp.
Purpose: Provide hardware, software, professional services and computer processing, storage and display technology for an integrated system of battlefield processors.

5. Total Information Processing Support Services 4
(aka TIPSS 4)
Agency: Internal Revenue Service
Value: $4 billion

Purpose: Provide support services to help IRS maintain and update its large portfolio of legacy tax systems. Its scope covers four main task areas: IT development, operations and maintenance, cybersecurity and program management support.

4. Streamlined Technology Acquisition Resources for Services 2
(aka STARS)
Agency: General Services Adminstration
Value: $10 billion

Purpose: STARS is GSA’s vehicle for 8(a) contractors to sell a variety of IT services to the government.

Agency: State
Value: $10 billion
Winners: Integrated Justice Systems International, Global Criminal Justice Solutions, FedSys Inc., DynCorp, L-3 Communications, Pacific Architects and Engineers, Civilian Police International, Justice Services International, Bluelaw International, Navigator Development Group, Bering Straits Orion Management JV, and Team Crucible.
Purpose: Support international peacekeeping mission and other contingencies globally.

Agency: HHS
Value: $10 billion
Winners: Actuarial Research Corp., Acumen LLC, Berkeley Policy Associates, Econometrica, Insight Policy Research Inc., Jen Associates, Kennel and Associates, L&M Policy Research, Optimal Solutions Group, and Dobson, Davano and Associates.
Purpose: Support the Health Care Financing Administration, Acquisition and Grants Group to conduct general research, analysis, demonstration and survey activities relating to Medicare, Medicaid and the State Children's Health Insurance Program.

1. Army Desktop and Mobile Computing 2
Value: $10 billion
Winners: CDW-G, Dell, Hewlett-Packard, Integration Technologies Group, MPC-G, NCS Technologies, Telos Corp., Transource Computer and Westwood Computer.
Purpose: Meet the Army’s requirements for commercial, single user computers.
