James F.X. Payne has been named senior vice president and general manager to lead Telcordia Technologies Inc.'s national security and cyber infratructure and advanced technology solutions business, the company announced Sept. 24.
Payne has been involved in federal communications issues for more than 10 years and has served on numerous presidential advisory committees, including chairman of the operating committees of former President George W. Bush’s National Security Telecommunications Advisory Committee.
Before joining Telcordia, Payne served as president of Bechtel Corp. He also was senior vice president and general manager of Qwest Communications’ government services division.
“More dollars are being devoted to cyber infrastructure and security every year yet our vulnerability continues to worsen. This problem must be systematically mitigated through a coordinated architectural design,” Payne said.
The Piscataway, N. J., telecommunications company was created by the AT&T divesture in 1984.
In March 2005, Providence Equity Partners and Warburg acquired Telcordia Technologies from SAIC Inc.
