as contracts management vice president focusing
on government contracts and subcontracts. Carter
most recently handled contracts procurement, supply
chain management and government property at
Fran Dwyer joined electronic security solutions
provider Protection Bureau Inc., of Exton, Pa., as a
project manager in the sales department. Dwyer
previously worked in the field of fire safety systems.
Pat Schambach, a former Transportation Security
Administration chief information officer, joined
Computer Sciences Corp., of Falls Church, Va., as
vice president and general manager of homeland
security. Schambach left TSA in 2004 to join Nortel
Government Solutions as senior vice president and
general manager of e-government and infrastructure
Jennifer Smith joined Science Applications International Corp., of San Diego as senior vice president of business development at the company's Infrastructure, Logistics and Product Solutions Group. Smith most recently was vice president and deputy director of marketing and sales at SRA International Inc.
Ralph Alexander joined Citizant Inc., of Chantilly, Va., as the company's first chief financial officer. Alexander most recently was CFO at Number Six Software Inc.
Frank Monastero joined ScienceLogic LLC, of Reston, Va., as vice president of sales. Monastero previously was a team lead of the federal sales program for IBM Corp.'s Tivoli business unit.
Greg McElheran was named chief executive officer at fabric computing developer Liquid Computing Inc., of Los Altos, Calif. McElheran most recently was vice president of business development for the company. Tom Kreidler was named vice president of worldwide sales. Kreidler most recently was the president of Liquid Computing Federal Inc., of Vienna, Va.
James Geiger joined Unisys Corp., of Blue Bell, Pa., as vice president and managing partner, Defense Department, Unisys Federal Systems. Geiger most recently was executive vice president at BearingPoint Inc.
Christine Reynolds joined Managed Business Solutions Inc., of Colorado Springs, Colo., as vice president of the federal sector. Reynolds most recently held a senior management position at BearingPoint Inc.
David Stafford was named corporate vice president of customer relations for federal agencies at Northrop Grumman Corp., of Los Angeles. Stafford most recently was vice president for maritime and tactical systems for the company's Integrated Systems sector.
Also at Northrop Grumman, Frank Moore, vice president and general manager of the company's Missile Defense Division, was tapped as lead executive for the Aerial Common Sensor program.
Hee Sun Choung and Gary Wilkison have advanced to senior vice president as part of Alexandria, Va.-based Avineon Inc.'s restructuring into federal and commercial systems divisions. Choung will oversee the new federal systems division, including civilian, defense and homeland security business, while Wilkison will attend to commercial clients.Promotions
