The 2012 Top 25 8(a) rankings are based on an analysis of federal procurement data using of product and service codes that cover IT, telecommunications, systems integration, engineering services, professional services and other IT-related spending by government agencies.

Top 25 8(a) methodology

The companies on the list are all participants in the Small Business Administration’s 8(a) business development program, which is designed to promote the growth of minority-owned small businesses.

The companies are ranked by their overall prime revenue, so subcontract work is not counted.

Agencies are required to report their spending on goods and services into the Federal Procurement Data System, from which we pulled the data for our analysis.
