Air Force Accepts Proposals for $7.4 Billion FAST Program

Nov. 17-The Air Force is preparing to review bids submitted Nov. 16 for the service's Flexible Acquisition and Sustainment Tool program, a $7.4 billion omnibus contract for computer modifications, spares, repairs, services and systems acquisitions.
The seven-year contract is expected to be awarded in May or June 2001, with six vendors - at least two of them small businesses - to be chosen. Each of the selected companies will then be eligible to compete for FAST task orders solicited by Air Force organizations.
The Air Force would not release the names or number of companies that submitted bids on the contract.
The project was delayed for about two months when an appeal was filed with the Small Business Administration by Phoenix Scientific Corp. challenging the definition being used for "small business" in the request for proposal. The SBA's Office of Hearings and Appeals turned down the appeal Nov. 15.
The contract will be used primarily by Warner Robins Air Logistics Center, Oklahoma City Air Logistics Center and Ogden Air Logistics Center, but it may include other Air Force organizations.
