DOD endorses small business GWACs


The Alliant SB program got a boost this summer when a top Department of Defense (DOD) acquisition official issued a memo encouraging DOD organizations to use governmentwide acquisition contracts (GWACs) that are set aside exclusively for small business.

“Contracting officers are encouraged to use these resources to maximize small business prime contracting opportunities,” Richard Ginman, Director for Defense Procurement and Acquisition Policy, wrote in a July 14, 2011 memorandum. Ginman specifically mentioned Alliant SB, along with four other GWAC set-aside programs for small businesses.

“The memo is a powerful endorsement and useful to contracting officers in the field, because they know they have the support of their management to use Alliant Small Business in helping them achieve their mission,” said Matt Verhulst, contracts branch chief at the GSA GWAC Small Business Center, regarding the memo.

Some DOD organizations and officials still think they are not allowed to use non-DOD contracting vehicles, and so the memo, which Alliant SB contract holders can now show to potential customers, “overcomes the perception that they can’t use GWACs,” said Stephen Triplett, director of the center.
