Senior Procurement Executive, Deputy Chief Acquisition Officer & Assistant Administrator for Procurement
Ms. Monica Y. Manning serves as the National Aeronautics and Space Administration (NASA) Senior
Procurement Executive, Deputy Chief Acquisition Officer and Assistant Administrator for Procurement. In
these roles, Manning provides transformative and strategic leadership of NASA's procurement functions,
policies, and an acquisition workforce of more than 4,300 personnel, consisting of 700 procurement
professionals, over 3,500 contracting officer representatives, in addition to 175 Project and Program
Managers. Annually, she oversees a diverse procurement portfolio of goods and services which translates
to ~$19.5 billion in obligations and 36,000 contact actions. Manning also represents NASA procurement
across the Federal Government, Industry and International Organizations.
Manning serves on the Federal Acquisition Regulation (FAR) Council and is one of only three signatory
authorities that can execute procurement policies and procedures on behalf of the Federal Government.
She also serves on the Federal Chief Acquisition Officers Council and the Federal Acquisition Institute
Board of Directors. She is member of the National Contract Management Association (NCMA) and sits on
its Board of Advisors. Manning is a highly sought-out speaker on leadership strategies and the Federal
Acquisition Process and is committed to mentoring and developing up-and-coming acquisition
professionals across the Federal Government.
Since joining NASA in 2003, Manning has served in several key executive leadership positions, including
NASA’s Deputy Assistant Administrator for Procurement, Agency Competition Advocate, Procurement
Ombudsman and Director of the Program Operations Division, where she set the strategic acquisition
direction and provided oversight and innovative solutions for NASA’s procurement portfolio. Her leadership
has resulted in processes and procedures that created an effective and efficient Agency Acquisition
Operating Model and the implementation and execution of Strategic Sourcing Initiatives for NASA and
across the Federal Government.
Prior to joining NASA, Manning began her professional career as a contracting intern for the Department of
the Navy, Naval Air Systems Command (NAVAIR). While at NAVAIR, she served as a contracts specialist
and contracting officer for a number of major weapon systems programs, including the Cruise Missile
Advance Tomahawk, the Harpoon, and the Sidewinder Missile programs. She also served as a contracting
officer for the Department of Defense, Office of the Inspector General, and in multiple capacities at the
Department of Commerce.
Manning graduated summa cum laude with a bachelor of arts in political science from North Carolina
Central University and a master of science in acquisition and contract management from Florida Institute of
Technology. She also holds a master of arts in biblical studies from Lancaster Bible College, Capital Bible
Seminary. Manning is Level III–certified in the Acquisition Career Field and is a graduate of the Council for
Excellence in Government Leadership Development Program.
She has been recognized for her outstanding contributions and is a recipient of numerous awards including
the NASA Outstanding Leadership Medal, the NASA Space Flight Awareness Award, and numerous
Performance and Group Achievement Awards from across the Federal Government.
