Jim Allen is a skilled Business Executive with extensive experience working with the Intelligence Community, the Department of Defense, Civilian Agencies and Commercial accounts. He brings significant expertise in Business Development, Project Management, P&L Leadership, Opportunity Shaping, and Solution Architecture focusing on cost-effective solutions for complex problems that address customer real needs.
Before retiring from a career spanning four decades with major government services organizations including TASC, SAIC, Grumman Data Systems, United Computing, Response Resource and General Electric, Jim held multiple leadership positions in Business Development, Program Management, Proposal Management, Line Management and Engineering roles.
Over the last ten years, he was responsible for managing a $4B business pipeline, led $2B in pursuits, and captured over $800 M in new and expanded business. Additional achievements include his creation of a comprehensive approach to develop parametrically driven competitive bases of estimates utilizing compliant work breakdown structures in keeping with Federal Acquisition Regulations. This was key to establishing major program pursuits, controlling scope, and doubling capture opportunities. The resulting contracts provided program and project managers to better control project creep while ensuring that client stakeholder needs were identified and fulfilled.
Jim currently serves as a Senior Consultant and Trainer. His experiential knowledge as a seasoned professional who has led teams in identifying, qualifying, pursuing, shaping and winning lucrative contracts makes him a valuable resource for clients.
Jim earned an MS degree in Management of Information Technology from the University of Virginia, and earned a BIE in Information and Control Systems from the Georgia Institute of Technology.
