Ms. Cheryl Thornton is Director, IT Schedule Contract Operations, within the Information Technology Category (ITC), Federal Acquisition Service (FAS). The Federal Acquisition Service provides buying platforms and acquisition services to Federal, DoD, State and Local governments for a broad range of items from office supplies to motor vehicles to information technology and telecommunications products and services.

Ms. Thornton leads GSA’s IT Schedule program initiatives, as well as other acquisition solutions, in support of the IT Modernization Plan, President’s Management Agenda, Cross Agency Priority Goals, and more. Her vast procurement experience within DOD and GSA will support ITC’s category management strategies to help agencies leverage a number of IT acquisition solutions.

Ms. Thornton previously served as Division Director for ITC’s Hardware Division and Acting Division Director for the Software Division. She set up a new IT Schedule office for the purpose of supporting the National Commodity Program (NITCP) in which she created the FASt Lane eMod/eOffer process in addition to other business portfolios in GSA. Ms. Thornton has also served as a branch chief and contracting officer. In her role as branch chief, she was responsible for pre and post contract award functions and managed staff with the responsibility of 836 contracts with a total value of over 2.5 billion dollars.

Before coming to GSA, some of Ms. Thornton’s worked for the Department of Defense (DoD) at the Pentagon where she served as the Manager for Defense Supply and Logistic Directorate. Additionally, Ms. Thornton worked for The United States Army Congressional Office where she was responsible for responding to congressional inquiries regarding complaints and issues relevant to the concerns of active duty military personnel.

Currently, Ms. Thornton has over 28 years of total combined government service and holds a FAC C Level III and PPM Level III Certification.
