Jill Thomas is Director of the Office of IT Schedule 70 Telecom/Security Division, within the Office of Acquisition Management, Office of Information Technology Category (ITC) in GSA’s Federal Acquisition Service (FAS).
Since 2012, Jill has led teams in IT Schedule 70, the largest, most widely used acquisition vehicle in the federal government valued at over $15 billion annually. IT Schedule 70 provides access to the latest in IT and telecommunications products and services for federal, state, local, and tribal governments to economically and efficiently meet mission needs.
Jill has 24 years of acquisition experience supporting customer missions with effective, streamlined acquisition solutions. In her current role, she oversees acquisition operations with a focus on quality, efficiency, and best practices. Jill has partnered with industry and customer agencies to successfully deliver savings and value for government-wide programs including Commercial Satellite Communications, cybersecurity solutions, mobility solutions, and bringing new and innovative technologies to the marketplace.
Prior to her current position, Jill served as Deputy Assistant Director of Acquisition Management at the Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE). She provided leadership in establishing and managing contract solutions for Homeland Security Investigations, International Affairs, and Intelligence. Her DHS ICE office received an Excellence in Partnership award from the Coalition for Government Procurement. Jill also received an Impact award for unparalleled support to small business programs as well as the 2011 Supervisor of the Year award.
In prior positions, Jill served in GSA’s Assisted Acquisition Services awarding and administering high dollar, complex acquisitions supporting Department of Defense (DoD) and Federal programs. She also has extensive experience in strategic sourcing, awarding, and managing worldwide contracts in GSA’s Global Supply program and with the U. S. Navy’s Military Sealift Command.
Jill began her contracting career through the Navy’s Outstanding Scholar Intern Program in 1993 supporting innovative R&D projects at the Naval Research Laboratory (NRL) where she was a recipient of the NRL Award for Excellence in Mission Support. She also served as a Contracting Officer at the Georgia Institute of Technology supporting critical military projects and technology transfer.
Jill holds a Master of Public Administration degree from American University, Washington D.C. and a Bachelor’s degree with distinction from Miami University of Ohio. She is a graduate of American University’s Key Executive Program. Jill is FAC-C and DAWIA certified, Level III, and has held unlimited warrant authority with GSA, DHS, and the U.S. Navy as a Contracting Officer.
