GSA unveils initial group of 28 OASIS+ unrestricted winners

More awards are pending for this government-wide professional services vehicle, which the General Services Administration received 780 proposals for.

The General Services Administration has unveiled its initial group of awardees for the unrestricted portion of OASIS+, the next iteration of GSA’s massive government-wide professional services vehicle.

GSA on Friday posted that list of 28 winners from the first phase of rolling evaluations for this full-and-open piece of One Acquisition Solution for Integrated Services Plus. These companies have also received notices-to-proceed.

But GSA is not nearly across the finish line yet in its selections as the agency received 780 proposals for OASIS+ Unrestricted, according to Federal Procurement Data System records.

GSA’s Friday notice appears to be merely a starting point as this paragraph indicates:

“If, following award announcements, an offeror has not been notified of their award status, their offer is still being evaluated as part of the rolling awards process. This cycle of rolling awards will continue until all awards are made.”

In fact, the agency said it is eyeing “on or about” Dec. 17 to release batch number two of winners. Which means more companies are due for an early Christmas present on top of those who already got one.

The first batch 28 unrestricted awardees is as follows:

Four other portions of OASIS+ are also due for more batches of awards over the course of January and February. These will be for the socioeconomic pools that include 8(a), woman-owned, HUBZone and service-disabled/veteran-owned small businesses.

GSA has sent out notices-to-proceed to the winners it has so far chosen in those pools.

The OASIS+ general small business track remains held up in the pre-award protest phase with one challenge filed on Nov. 26 by Dane, which claims it was eliminated from the competition without a clear reason from GSA.

The Government Accountability Office is due to decide on that protest by March 6.

GAO denied a handful of other protests over the course of the fall and early winter.

OASIS+ has no ceiling and a potential 10-year period of performance, which starts with an initial five-year base period and a single five-year option. Agencies will use OASIS+ to acquire professional services that are not technology-centric in nature.

The current OASIS unrestricted vehicle is currently slated to expire on March 1, 2025, and that obligation figure stands at $46.2 billion, according to GovTribe data, while agencies have spent $33.2 billion through the SB pool.
