DISA makes small business awards on $7.5B 'SETI' contract

The Defense Information Services Agency awards the small business piece of its $7.5 billion "SETI" contract complex systems engineering services.

The Defense Information Services Agency has awarded 23 small businesses positions on the potential 10-year, $7.5 billion contract known as “SETI” for complex systems engineering services to support IT capabilities.

DISA received 99 proposals for this restricted portion of its Systems Engineering, Technology and Innovation contract. SETI covers an initial five-year base period followed by an option for another five years, the Defense Department said in its Monday awards digest.

The possibility of protests over the small business portion cannot be discounted given the large number of bids DISA received for this portion. SETI’s unrestricted track was also protested by disappointed bidders and is currently tied up in court.

Novetta and Technatomy took their complaints to Court of Federal Claims in March. Those companies missed out on both DISA’s original cut of 14 winners announced in June of last year and a subsequent corrective action where the agency re-evaluated proposals.

DISA in February added Solers to grow the number of unrestricted winners to 15. Soler was one of four firms alongside Novetta, Technatomy and OGSystems that protested to the Government Accountability Office after the first try at awards. All four succeeded in getting a favorable ruling from GAO that directed DISA to redo the source selection process.

SETI is the companion contract to DISA's $17.5 billion "Encore III" contract for commodity IT services.
