Who won October's biggest contracts?
The government shutdown put a damper on contract awards in October, as did the traditional slowdown of awards at the start of a new fiscal year. Despite those conditions, though, there were several significant awards in October, and we rank the biggest for the month.
It’s no surprise that October had significantly less contracts reported than the previous month, especially when you consider that it both marked the beginning of a new fiscal year and played host to an ugly government shutdown.
October concluded with 44 contracts reported. To make the list, you had to have won a contract worth $157 million or above. Despite the slow down, October still outshone awards from last winter, and had several significant awards, including multiple-award vehicles and single-award contracts.

September will likely hold onto its record for the rest of the calendar year, but there’s no telling what news might break in November and December.

10. Analytical Services wins $157.1M missile defense contract
Analytical Services Inc. has won a $157.1 million contract to support the Missile Defense Agency.
Under the contract, the company will support all phases of flight and ground testing, and is responsible for the development, sustainment and modernization operations of Ballistic Missile Defense Systems.
9. Raytheon wins $236.7M contract to provided CEC engineering services
Raytheon Integrated Defense Systems has won a $236.7 million contract to provide the Navy with cooperative engagement capability, or CEC, design agent and engineering services.
8. Lockheed Martin wins $345M contract to operate PTDS surveillance system
Lockheed Martin has won a $345 million contract with the Army to operate and sustain the Persistent Threat Detection System in Afghanistan.
The PTDS system provides real-time, around-the-clock reconnaissance and surveillance for warfighters. It carries different types of surveillance equipment to deliver constant day and night, 360 degree detection, surveillance, monitoring and force protection, Lockheed said in a release.
7. Iridium nabs $400M contract for EMSS communications services
Iridium Satellite LLC has won a $400 million sole source contract to provide unlimited DISA Enhanced Mobile Satellite Services, or EMSS, to the Defense Information Systems Agency.
EMSS provides deployed warfighters with global communications through security and user prioritization enhancements to commercial mobile satellite services, and includes global handheld voice, data, paging and sim-less Short Burst Data communications, according to DISA’s website.
6. Lockheed wins $422M sustainment contract for the F-35 Joint Strike Fighter
Lockheed Martin has won a $422 million contract modification to continue providing sustainment support for the Navy’s F-35 Lightning II Joint Strike Fighter aircraft.
The F-35 Lightning II Joint Strike Fighter aircraft is a single-seat, single-engine fighter jet that can perform ground attack, reconnaissance and air defense missions. It also has stealth capabilities.
5. General Dynamics wins $475M contract for WIN-T work
General Dynamics C4 Systems has won a $475 million contract to provide the U.S. Army with research and development support for the Warfighter Information Network-Tactical Increment 3.
The WIN-T Increment 3 provides a mobile, flexible tactical networking capability needed to support a highly dispersed force over isolated areas. It also introduces embedded joint C4ISR radios into the platforms.
4. Seven win $498M contract to modernize Army architecture
Seven companies have won a $498 million contract to modernize the Army’s base architecture.
The winners are:

- Cartridge Technologies
- Ricoh USA Inc.
- Konica Minolta Business Solutions
- Lexmark International
- KST Data Inc.
Under the contract, these seven contractors will provide the Army with commercial-off-the-shelf multi-functional devices and related services.
3. Aerospace Corp. wins $788M contract to support space security community
The Aerospace Corp. has won a $788 million sole source contract with the U.S. Air Force to provide lifecycle systems engineering and integration for the National Security Space Community.
Under the contract, the company will provide planning, systems definition and technical specification support.
2. Maximus nabs $848.4M student aid contract
Maximus Federal Services has won a $848.4 million contract to provide operation and maintenance support for the Office of Federal Student Aid program at the U.S. Education Department.
The contract has a base value of $143.3 million.
Under the contract, Maximus will provide operation and maintenance to the department's Office of Federal Student Aid in support of its data management and collections system.

Fourteen companies will compete for work under a $900 million Navy task order contract for C5ISR support.
