AF makes six NetCents 2 awards for $960M

Six companies have won spots on the Air Force NetCents 2 Applications contract, which the service will use to buy software and related services.

The companies will compete with each other for work such as sustainment, migration, integration, training, help desk support and testing and operational support.

The six winners are:

  • Lockheed Martin (contract number: FA8732-13-D-0001)
  • Tybrin Corp. (FA8732-13-D-0002)
  • Harris IT (FA8732-13-D-0005)
  • SRA International (FA8732-13-D-0003)
  • Raytheon Co. (FA8732-13-D-0006)
  • L-3 National Security Solutions (FA8732-13-D-0004)

Other services include exposing data from authoritative data sources to support web-services or service oriented architecture constructs in Air Force enterprise environments.

The Air Force received 21 bids on the contract, which has a three-year base and four one-year options.

The large number of rejected bids – 17 – increases the likelihood of bid protests, which have plagued other parts of the NetCents program.

The Air Force has twice awarded the NetCents 2 Products contract only to be inundated with bid protests. With both awards, the protests led the Air Force to pull back the awards for a reevaluation.

The products contract is currently being evaluated for a third time. In the meantime, the existing NetCents contract has been extended to cover any gaps between the old contract and the new one.

I know I am cynical, but we are 6 years down the road after the original RFI's were issued on the NetCents 2 program in 2007. 6 years and the USAF still cannot get a series of contracts awarded. Sorry, but this sounds more like Inept-Cents to me!
