Are you crying Uncle over the SAM debacle?

Agencies that are supposed to be using the General Services Administration’s new System for Award Management are pulling back because of problems plaguing the procurement system.

Known as SAM, the system combines three databases into one system for procurement officials to check information on contractors. Because of chronic problems since its launch in July, the Defense Department is allowing contractors to register their information via other databases, FCW is reporting.

SAM was developed by IBM, and GSA says it continues to work with the company to resolve issues. DOD's pull back from the system is temporary, defense officials said.

DOD says that problems have slowed the awarding contracts and task orders because procurement officials need to check the database before making an award.

SAM includes three Integrated Acquisition Environment systems: the Central Contractor Registration system that companies use to register certain business information before being considered for contract awards; the Online Representations and Certifications Application for submitting certifications on matters such as company size and ownership status; and the Excluded Parties List System, which is a record of the companies suspended or debarred from federal work.

Complaints have included entering company information only to have it disappear and only getting a busy signal when calling for help on the phone.

SAM is a time wasting mess. It's one roadblock after another. CCR worked for me for years-now I'm back wasting time with the fed's and for what? IRS validation failed-why? Worked before. DLA CAGE code validation failed-DLA gave me five (5) days to get them a signed copy from the secretary of state-I was on vacation when I found out about it. Got back, oh, start over with SAM because DLA cancelled the request. This is stupid.

The SAM system is useless. I was in CCR for years and had no problems. Migrated the information and attempted to submit. Won't go. Long distance calls to the help desk resulted in long waits on hold and no help. Still not registered.

Ditto the previous comments. I've been trying to register for 6 weeks and the support is a joke. Massive failure.

SAM registration is not working for me, either. No help from the support staff, only 3 weeks of generic answers to bonehead questions that anyone could solve on their own. They refuse to acknowledge that there is a bug in the web form. Total disaster!

I did some poking around - apparently this wonderful piece of IBM software was developed by their much-vaunted "tiger team" in India. Awesome, guys, thanks. Outsourcing to India works! Just ask IBM...
