Sorry for the delay in responding to this, but There is a COO Title at the District of Columbia. COO is a SG 19.1 position.

The author should do some fact checking, as there is no position called "Chief Operating Officer" in the Mayor's office now or ever. As a former employee of the District, it bothers me that this is published without the slightest eye for facts.
