CPS Professional Services hires former DOD employee as VP

Army vet, certified Black Belt selected to boost CPS performance

CPS Professional Services, a Fairfax, Va. company that resolves business issues concerning process development, performance and program management and support services, has hired J.D. Sicilia , a Black Belt master who served 21 years in the Army, as vice president for Performance Excellence and Program Support Operations, according to a company statement.

Sicilia will focus on spreading the visibility of the CPS brand with both government and commercial clients, as well as enhance and design the company offerings and programs, the announcement said.

"His extensive experience and accomplished leadership skills will add significant value to the company's strategic growth efforts," said CPS President and CEO Phil Panzarella in the statement.

Sicilia's career spans strategic planning, problem solving, and organizational design. He also has led performance management activities for the Defense Department.

Prior to that post, Sicilia worked at the Office of the Secretary of Defense as an appointed member of Senior Executive Services, serving as the director of Planning and Performance Management.

He also worked at DOD's Lean Six Sigma Program Office and at the Defense Intelligence Agency.

Sicilia received his undergraduate degree in psychology from Washington State University and earned a Master's degree in Education from Boston University.
