* Reviews of task and delivery orders under multiple-award contract vehicles. Regulatory changes required.

* Agency contract bundling reviews of proposed acquisitions above agency-specific thresholds, set between $2 million and $7 million. Regulatory changes required.

* Identify alternative acquisition strategies that involve less bundling when a bundled contract is above the threshold, and written justification when alternatives are not used. Regulatory changes required.

* Strengthen compliance with subcontracting plans. Require agencies to consider compliance with subcontracting plans when evaluating contract awards. Regulatory changes required.

* Help develop small business teams and joint ventures that can compete for bundled contracts. SBA will determine if regulatory changes are necessary.

* Identify best practices for maximizing small business opportunities.

* Increase reviews by agency offices of small and disadvantaged business utilization to identify bundling and monitor compliance with subcontracting plans.

 

The proposed regulatory changes will be prepared by Jan. 31, 2003.
