Carrier Access Corp., a Boulder, Colo., equipment manufacturer, appointed David Gardiner to sales director of Canada. He will be responsible for managing the company's sales of its telecommunications equipment to carriers in Canada. He was previously with Adtran Canada.

BCE Emergis Inc., a Rockville, Md., provider of e-commerce services and exchanges, named Faye Baggiano as president of its North American eHealth Solutions Group, which focuses on bringing the benefits of e-commerce to the health insurance industry and to its trading partners. Baggiano was previously with EDS.

Sigaba Corp., a San Mateo, Calif., secure Internet communications company, elected two members to its board of directors: Robert Spane, retired U.S. Navy admiral and Vanguard chairman of the board, and Tom Hewitt, founder and CEO of Global Governments Inc.Computer Sciences Corp., El Segundo, Calif., hired Paul Cofoni and Mike Laphen as corporate vice presidents. Cofoni is president of CSC's Federal Sector, one of the largest systems integrators for U.S. federal government agencies and a supplier of custom software for aerospace and defense applications. He joined the firm in 1991. Laphen is president of CSC's European Group, which provides CSC's services to commercial and government clients in Europe. He joined the firm in 1977. The company also promoted Bryan Brady as vice president of finance for the company's European group. Brady, who joined CSC in 1997, will be responsible for all group financial operations and strategic financial planning. And Donald DeBuck, formerly CSC's assistant corporate controller, was promoted to corporate vice president and controller. He joined the company in 1979.

Orkand Corp., Falls Church, Va., promoted senior vice president of corporate development Calvin LaRoche to chief operating officer. He will direct daily staff operations and provide direction to the company's operating units, business development activities and support staff. Orkand provides e-transformation services to assist government clients in achieving their mission-critical goals.
