F. Whitten Peters, who served as secretary of the Air Force, Washington, D.C., from 1999 until his resignation in January, has joined DynCorp in a consulting capacity as special assistant to the president and CEO.

He will provide strategic guidance to DynCorp business units within the federal marketplace. DynCorp is an information technology and outsourcing solutions company in Reston, Va. of Portland, Ore., the software division of InfiniSource.com, appointed as vice president of Software Development. Mayer was previously with Microsoft Network Online Shareware Forum where he served as forum manager since the early beta days of MSN in 1993. He will be working directly with InfiniSource CEO Joseph Burke to bring more talented software developers on board and help them refine their product and bring them greater worldwide recognition. Washington, D.C.-based hired , former chief of staff for the U.S. Department of Transportation and former head of the port agencies in New York City and San Francisco. He joined IMS' Transportation Systems and Services division as vice president, marketing and business development. He will be responsible for expanding IMS' leadership position in intelligent transportation marketplaces such as electronic toll collection, commercial vehicle operations and electronic payment systems. IMS provides transaction processing, program management and systems integration services to state and local government agencies., a Crofton, Md., software firm helping businesses get federal contracts, hired as its new president and chief operating officer. He was previously the president and CEO of the Association of Small Business Development Centers, a national network of over 1,400 federally funded small business assistance centers. , an e-government solutions company in Ottawa, Canada, hired as vice president of professional services. He will be responsible for leading a professional services team in the evolution and delivery of FreeBalance e-government solutions. Iles returned to FreeBalance after several years in management roles with JetForm Corp. and Eftia OSS Solutions. has joined in Herndon, Va., as vice president of recruiting. He will direct Pro2Serve's contract recruiting division, which helps companies supplement in-house recruiting efforts during hectic hiring surges. He also will manage Pro2Serve's in-house Sourcing Center, which supports the company's recruiters working at client sites in indentifying, qualifying and recruiting candidates. Lloyd was most recently industry program manager for Perot Systems. Pro2Serve designs and customizes high-tech recruiting programs.
