Richard Gildea is the new vice president for Navy programs, corporate business development for Raytheon Co., Lexington, Mass. Gildea served as director of Raytheon's naval aviation program and before that was director of Navy business development at Hughes Aircraft Co., which merged with Raytheon. In his new position, Gildea is responsible for securing Navy business and ensuring customer satisfaction. He succeeds William C. Francis, who is retiring from Raytheon.

TenFour US Inc. of Chantilly, Va., appointed John Zanelotti chief operating officer. Zanelotti had served as U.S. director of IT security consulting for the firm, which provides e-mail security solutions, including firewall products.

Linda Gilday and Joel Henson have been named program managers for the McLean, Va.-based Logistics Management Institute. Gilday led LMI facility management projects at the National Institutes of Health, while Henson helped develop LMI information technology applications.

LMI is a nonprofit organization that works to improve public-sector management programs.

Ted Davis has been promoted to the newly created post of director of product marketing for Cornet Technology Inc., which designs, manufactures and markets hardware switching and test access tools. Davis had served for three years as the Springfield, Va.-based company's western regional manager.The National Information Consortium Inc. of Overland Park, Kan., has announced the appointment of a new president for NIC Commerce, its government e-procurement division. Chris Boehm joined the company from Comptek Research, where he served as president of its software and technical services subsidiary. NIC is a government e-commerce solutions provider.

Steven Grundman has joined Boston-based Charles River Associates as a principal and director of aerospace and defense consulting. Grundman joined CRA from the Defense Department, where he served as deputy undersecretary of defense for industrial affairs and installations.

Grundman will help the firm in the areas of antitrust economics, corporate finance and market assessment. CRA provides financial and economic consulting services, expert testimony and litigation support.

Dale McCloskey has been hired as federal sales manager for Okena Inc. The Waltham, Mass., company provides system security software for business and government computer networks. Mc-Closkey was the federal account manager for Network Associates.

Johnny Harrison is general manager, Joe Alford is senior services consultant and Cesar Carrasco is assistant sales manager for Yulista Technologies of Anchorage, Alaska, which acquired Computer Field Support Inc., an IT firm that provides maintenance and integration.

Washington-based eFederal Inc. has named Dewey Carr as its director of government solutions. Carr joined eFederal after 27 years in the General Services Administration, where he was a contracting officer and procurement analyst.

New York-based govWorks Inc. announced the appointment of John Popolizio as its chief technology and product officer. He will design, develop and implement the company's e-government products and solutions. Before he joined govWorks, Popolizio was vice president of institutional e-business distributed application development at MetLife.
