SEPT. 12 ? epipeline Inc., a maker of Web-based business development platforms for government contractors, appointed Scott Fletcher as president and chief operating officer Sept. 12.

In his new position, Fletcher will direct epipeline's growth strategy, beginning with the launch of its first applications products for federal government contractors this fall.

Started in November 1999, epipeline enables businesses and government contractors to identify, qualify and manage contract opportunities. The Atlanta-based company offers a secure online community where contractors can collaborate internally with employees and externally with teaming partners, company officials said.

"epipeline's business model includes plans for aggressive growth, and we found a strong match in Scott, because he has the expertise to lead a team that will deliver results," said Jason Brady, epipeline's co-founder and chief executive officer. "Scott has a track record of success in growing technology startup organizations and experience with software development, customer service, finance and marketing."

Fletcher has 18 years of experience in both startups and international businesses. He most recently served as vice president of worldwide client services at Annuncio Software Inc., Mountain View, Calif., an e-marketing software provider. There, he launched the company's application hosting service.

Fletcher was also vice president of professional services for the technology division at PeopleSoft Inc., Pleasanton, Calif. There, he created and led the National Consulting Organization, overseeing the delivery of advanced technical services. During his six years at PeopleSoft, he led the technology division within PeopleSoft's global professional services and launched its eBusiness Consulting organization.

"I am delighted to join epipeline as we prepare to introduce our unique business development service to the government contracting market," Fletcher said. "My goal for the company is to have more than 1,000 users by the end of the year."
