Raul J. Fernandez Raul Fernandez's strategy for Proxicom is to stay a step ahead in the development and implementation of Web-based solutions. To this end, he has hired qualified people and has carefully selected as customers companies with a long-term commitment to the Internet. Proxicom is a developer of World Wide Web-based solutions for Fortune 500 companies. The $10 million company has grown 100 percent annually and has more than 100 employees. Proxicom has built a broad and deep set of skills to assist companies in transforming their businesses through the Internet, providing them with services such as strategic consulting and process redesign, interactive marketing, application development and integration with legacy systems. Proxicom's customers are some of the most sophisticated and innovative users of the Internet, including MCI, America Online, GE, Citicorp and American Express.
William M. Gibson An example of a new generation of entrepreneurs, William M. Gibson has used his skills to prevail in today's rapidly changing world of high technology. Over the span of 14 years, he has successfully taken the company that is now known as Manugistics from a soon-to-be obsolete computer time-sharing organization to a recognized name in supply-chain management. In 1986, Gibson and his management team began integrating the business functions across an organization and pioneered the development of inter-enterprise supply-chain management software solutions. In 1989, Manugistics took what was perceived as a tremendous risk and transitioned to client/server technology. This transition allowed Manugistics to position itself as the first company to deliver a client/server supply-chain solution to the marketplace.
John J. McDonnell Jr. John J. McDonnell Jr. is a pioneer in the telecommunications industry with more than 30 years of experience. He is the founder, as well as president and CEO, of Transaction Network Services. Immediately before founding TNS, McDonnell was president and CEO of Digital Radio Network Inc., a local access bypass carrier for POS transactions. He has also served as group vice president for the Information Technologies and Telecommunications Group of the Electronic Industries Association. McDonnell was previously director of technology and telecommunications for the National Commission on Electronic Funds Transfer. One of the founders of the Electronic Funds Transfer Association, McDonnell remains active, currently serving as chairman of the Executive Committee.
 The High Technology Council of Maryland's Business Leadership Award and The Northern Virginia Techology Council's Earle C. Williams Leadership in Technology Award recognize individuals who have made significant contributions to the growth and development of the techology business community in their regions adn their states of Maryland and Virginia, respectively.

Robert G. Templin Jr. Dr. Robert Templin joined Virginia's Center for Innovative Technology as its sixth president in September 1994. CIT was created by the Virginia General Assembly in 1984 to promote economic growth in the commonwealth by attracting and retaining high-technology jobs and businesses and by enhancing Virginia business competitiveness through technology innovation. During the past five years, Templin has concentrated on facilitating the development and transfer of technology resources to stimulate economic development across Virginia. He is the founding chairman of the Virginia Commercial Space Flight Authority, which is currently constructing a Virginia spaceport facility on Virginia's Eastern Shore. He is also the founding chairman of the board of the Peninsula Advanced Technology Center, which serves as a coordinating organization to link that region's businesses with Virginia colleges and universities, and federal labs such as NASA Langley Research Center and the Thomas Jefferson National Accelerator Facility.
High Technology Council of Maryland's Business Leadership Award
Noel Buterbaugh Noel Buterbaugh is president, CEO and a member of the board of directors of BioWhittaker Inc., a major supplier of cell culture and endotoxin-detection products to the biotechnology and biopharmaceutical industries. Under Buterbaugh's presidency, BioWhittaker's sales grew from $8.7 million in 1978 to $51.5 million in 1996, and the number of employees increased from 179 to 450. Buterbaugh has a strong commitment to promoting technology growth, educational opportunities and a positive business climate for technology. He currently serves on the board of visitors for the University of Maryland Biotechnology Institute, the board of directors for the Maryland Health Care Products Development Corp., the graduate school advisory committee of Hood College, and the board of directors for the High Technology Council of Maryland. Buterbaugh participated in the Maryland High Technology Tax and Regulatory Study Group. The group's recommendations led to passage of regulatory reform and several tax bills that eliminated financial burdens for Maryland's R&D technology companies.
