TO A CORNER OFFICE
Pulsar Data Systems, Lanham, Md., has announced the following appointments: Jay D. Jackson as senior consultant of technology, John Shutt as vice president and chief financial officer in finance and administration division, and Monique J. Smith as senior network engineer and project manager in the technology division.


SRA International Inc., Arlington, Va., has named Stephen Hughes chief financial officer.

XDB Systems Inc., Columbia, Md., announced the promotion of John Marrah from vice president of sales to the first chief operating officer in the 10-year history of the company.

Bay State Computers Inc., Lanham, Md., has hired Jack S. Downing as director of the new technical services division. Downing will focus on expanding Bay State's Internet consulting business and Microsoft Windows NT networking services.

Computer Sciences Corp. has promoted Elaine Dauphin to vice president, strategic business development, for its System Sciences Division in Calverton, Md.

GETTING A WINDOW
Eastman Kodak Co.'s commercial and government systems in Rochester, N.Y., announced that Robert J. Leonard has been named manager of imaging products and systems. Leonard started with Kodak in 1979 as a contract negotiator for Kodak's U.S. government contracts.

Computran System Corp., Hackensack, N.J., has named Ali Abdelfattah as project engineer in its Clearwater, Fla. office. Abdelfattah has experience in transportation planning and environmental engineering.

The Center for Strategic & International Studies, Washington, D.C., has appointed William B. Garrison as program director of the International Communications Studies program. Previously he was president of Telecommunications Consulting Group.

AWARDS
Group 1 Software, Lanham, Md., has received four awards from the Society for Technical Communication for its documentation. Eric Weitzel received an Excellence Award for the AccuMail Online Help System. Prateeti Ballal received a Merit Award for the StreetRite User's Guide, and Laura Jackel and Jacquelin Keeling received a Merit Award for the CODE-1 Plus Parameter Record Quick Reference. Beth Wade of the marketing department received a Merit Award for the Group 1 Software Product Fact Sheet.
