<B>to a corner office...</B><BR>Westinghouse Electric Corp., Pittsburgh, Pa., named Dennis G. Ganzak to the newly created position of chief financial officer of the Electronic Systems business unit. Ganzak, 46, joined the company in 1971, and was previously director of corporate restructuring. His new position will oversee the position of Electronic Systems' controller, held by Thomas J. Cogan. In his prior position, Ganzak coordinated development and execution of restructuring plans for the business unit and corporate staff functions.

Internet Online Inc. of Bethesda, Md., appointed Michael Mann president and Eric Cantor executive vice president.

Mitchell Horowitz, formerly technology advisor to the secretary of Maryland's Department of Economic and Employment Development, has joined CSG Holdings, Inc. of Rockville, Md., as vice president responsible for product development and management consulting services.

Washington, D.C.-based MCI named C.K. Chip Casteel vice president of state regulatory and governmental affairs and Donald Evans vice president of federal regulatory affairs.

Norm Bourque has joined Esatel Communications Inc. of Falls Church, Va., as vice president of operations.

DynCorp of Reston, Va., named John Sullivan vice president of human resources and administration.

Washington Consulting Group of Washington, D.C., named Edmund Thal vice president of information technology.

CACI International Inc., Arlington, Va., named Reed Phillips vice president of business development. Phillips recently retired from a nine-year stint as director of information resources management for the Department of Commerce.
