GSA human capital on-ramp awards now open for business
After some fits and starts, the General Services Administration has completed the on-ramp process for pool 2 of its Human Capital and Training Solutions contract.
GSA issued a notice to proceed to the 26 8(a) small businesses that won spots on the $5.75 billion HCaTS contract through an on-ramp process.
The awards were made in late December, but have been caught up in protests at the Government Accountability Office and then the U.S. Court of Federal Claims.
F-2 Solutions and Inalab Consultants both went to GAO and lost their protests.
Inalab then went to the U.S. Court of Federal Claims, which ruled that GSA needed to re-evaluate Inalab’s entire proposal. GSA has done that and again declined to award a contract to Inalab.
Both companies had argued GSA’s phased approached was unfair to them. GSA didn’t evaluate all of the proposals, only those that reached a minimum score under the self-scoring portion of their proposals.
But all of those protests are now behind them and these companies can now chase the task orders:

Pool 1 on-ramp awards were made to 18 companies and those have been in place since January.
There are now 89 small businesses on HCaTs along with 72 large businesses.
First awarded in 2016, HCaTs is GSA’s vehicle to provide a human capital and training services to government agencies.
