OASIS small business on-ramp back on track

The last of the outstanding protests involving the massive OASIS professional services contract vehicle have been resolved, which lets the General Services Administration move forward in making awards on the remaining small business on ramp awards.

ADVENTureOne and Apogee Engineering saw their protests challenging the on-ramp solicitation denied by the Government Accountability Office.

They disputed how GSA would score purchasing and estimating systems and how it would score systems, certifications and clearances of joint ventures. Under the joint ventures, the company’s argued that individual companies didn’t need to meet the certification requirements.

GAO denied those arguments in its Sept. 20 decision.

GSA can now move forward with awards on the ramp for OASIS, a $60 billion multiple-award contract for professional services to federal agencies.

The protests by ADVENTureOne and Apogee covered Pools 1, 3 and 4 of OASIS. Pool 1 is for very broad services. Pool 3 is technically a subset of 1 but is more focused on the needs of the military.  Pool 4 covers areas such as nanotechnology, biotech and other life sciences.

The on-ramps are GSA’s effort to bring in more companies and increase competition for task orders. GSA made 123 small business awards in 2014.

Awards are expected by the end of the year.
