DISA begins work on cyber contract

DISA is developing a five-year contract for cyber support operations that could be worth more than $200 million.

DISA is developing a five-year contract to support cyber operations for the Joint Force Headquarters- Defense Department Information Network.

Known as DODIN, the network is a global set of information capabilities to collect, process, store and share information on demand for warfighters, decision makers and other support organizations.

The primary goal of the contract is to protect DODIN with defensive cyber capabilities but the contract also can be used to garner recommendations on offensive cyber work.

According to a sources sought notice, DISA is collecting information on the capabilities of small and large businesses to meet its requirements.

The contract will used by the J35 division within Joint Force Headquarters. J35 is responsible for planning cyber operations that defend DODIN.

Among J35’s responsibilities are a focus on readiness, continuity of operations, and crisis action planning. J35 also works on strategies for command and control of the DOD organizations that secure, defense and operate DODIN.

DISA is still trying to determine if this could be a small business contract and is looking for information that could support such a decision. It wants companies to provide information on joint ventures and what such a JV’s capabilities could be.

DISA needs at least two qualified small businesses to respond to the sources sought notice before it can determine whether the contract can be a small business set aside.

Leidos is the incumbent contractor. The company won the contract as part of the larger DISN Global Information Grid Services Management Operations contract, known as GSM-O, which currently is up for recompete.

This task order has been worth about $200 million over the last four years, according to Deltek.

Companies have until Aug. 30 to respond to the RFI.
