Perspecta continues fight for $211M DHS contract

Perspecta has filed a second protest involving a $211 million Homeland Security Department contract won by BAE Systems.

BAE first won the contract known as the Systems Engineering & Integration Support for the DHS Network Security Deployment in September. Perspecta, under the name of Vencore, filed a protest which led DHS to delay the award to BAE.

But after taking a second look at the proposals in light of Perspecta’s complaints, DHS again made an award to BAE.

And now we have a second Perspecta protest challenging DHS’ evaluation of proposals. Perspecta argues that if the evaluation had been done properly, then DHS would have picked them and not BAE.

The Network Security Deployment is a DHS center of excellence for cybersecurity engineering and acquisition. It is managed by the DHS Cybersecurity and Infrastructure Security Agency.

The NSD mission is improve cybersecurity for civilian agencies . It has three major programs: the National Cybersecurity Protection System, Continuous Diagnostics and Mitigation, and Enchanced Cybersecurity Services.

The contract BAE won was awarded through the GSA Alliant vehicle.

Perspecta’s protest was filed March 12. A decision is expected June 20.
