CACI clears protest of major TSA IT win

CACI International can now celebrate a major TSA IT infrastructure award it first won in June but which has since been bogged down in a bid protest.

CACI International can finally celebrate a major IT infrastructure award it first won in June but which has since been bogged down in a bid protest.

The company has survived a protest challenge from Perspecta of a $200 million Transportation Security Administration contract for IT infrastructure services.

Known as "IMPACT," the win was challenged by another bidder Perspecta. Incumbent CSRA (now part of General Dynamics) had filed two successful pre-award protests but did not protest after CACI won.

Perspecta filed its protest soon after the June award to CACI and the Government Accountability Office denied the protest this week. GAO has not released the decision yet but announced the result on its protest docket.

CACI will provide a variety of services including cybersecurity, identity and access management, risk management, cloud integration and engineering, field support services, service desk, application deployment and optimization, and operations center support services. The work covers both classified and unclassified IT environments.

IMPACT stands for "IT Management, Performance Analysis and Collaborative Technologies" and is the third iteration of the agency's main IT infrastructure contract.

The first was won by Unisys in 2002 when TSA was first created. Computer Sciences Corp. won the competition for the second version known as "ITIP" in 2010. Unisys engaged in several rounds of protests before CSC took over.

Given the kind of work to be done under IMPACT, this is a significant win for CACI. The contract will support 60,000 end user at 550 airports and other facilities. This includes supporting hardware, software, servers, wireless devices, application development and networks.
