We did a similar report two years ago but a lot has happened since then. We are convinced that it is time to revisit this topic.

Our 2016 report drew a straight line between the quality of debriefings and the likelihood that a company will file a bid protest.

Since then, a lot has happened as Congress has gotten involved. But many of its efforts seem to be focused on discouraging companies from filing protests and not as much on improving debriefings.

Whatever the direct effect of congressional action in the 2018 National Defense Authorization Act, the bottom line is that agencies know more people are watching how they are conducting their debriefings and how that relates to bid protests.

With this report, we’ll look back at the 2016 results to see how the perspective of industry has changed and evolved and whether they are seeing any improvement and where problems remain.

We’ll also dive deeper into the types of debriefings that companies find valuable by asking questions specific to oral debriefings and written debriefings.
