FBI intel contract hit with protests

A lot of details are missing – like whom the winners are – but five companies have filed bid protests after failing to win a spot on an FBI blanket purchase agreement for intelligence analysis support and related services.

Sources are telling me that 10 companies won the BPA known as the Solutions for Intelligence Analysis Services or SAIS, but no one seems to know or be willing to share the list of winners.

The BPA was competed through GSA’s Professional Services Schedule so the solicitation and other information aren’t readily available to the public. The FBI did not respond to a request for comment.

The five protesters are:

• Systematic Management Services Inc.
• Dorrean LLC
• R. Mannes Government Services Corp.
• Sotera Defense Solutions
• Noblis Inc.

The protests were filed March 17 and March 20 and the Government Accountability Office has set a June 26 deadline for making a decision.

The protesters apparently are complaining about the evaluation process. They are claiming that if the evaluation was done properly they would have been named winners.

All of the protesters include FBI-related work on their websites, an indication of why this contract is important to them.

Sotera lists intelligence analysis and operations among its core capabilities. It has supported the FBI’s Sentinel case management system with engineering and sustainment services. Noblis also has worked on the Sentinel program for several years, including agile methodology and technology services.

Dorrean has several FBI projects on its website including the FBI System of Services Refreshment Program and the FBI Program Management Support Services. J.R. Mannes also lists several FBI contracts, including a BPA for services and task orders for technical writing services and process analysis services. Systematic Management Services has at least one job opening for work with the FBI.
