EPA floats draft RPF for $140M IT contract

EPA has released the draft RFP for the next iteration of its ITS-BISS vehicle with a ceiling value of $140 million.

The Environmental Protection Agency plans to award the third iteration of its $140 million task order contract for IT and information management services.

According to a new draft solicitation, the EPA will not make more than 12 awards for the five-year, Information Technology Solutions—Business Information Strategic Support (ITS-BISS) III contract. ITS-BISS II has seven primes.

EPA intends to set aside part of the IDIQ for small businesses.

The ITS-BISS III will have two functional areas:

  • Integrated program support services, such as planning, information security, investment management, enterprise architecture, IT architecture, and program management
  • Independent assessments and support (IAS) services, such as systems analysis and support, and acquisition management

The ITS-BISS III services will help EPA comply with key IT and information management statutes and policies, such as the Clinger Cohen Act and Government Performance Results Act.

One of ITS-BISS III’s objectives is to be the vehicle of choice for the EPA when it needs information program support services and IAS services. They want the contract to have a strong customer outreach, a streamlined task-order award process, proposals that employ best practices, and highly competitive competitions.

EPA released its draft solicitation March 10. Officials did not give a deadline for responses.

While EPA put the maximum value at $140 million, ITS-BISS II had a ceiling of $551.8 million, but has only had about $101.5 million in task orders so far, according to Deltek.

CSRA Inc. has done the most business among the seven primes on ITS-BISS II, with $49.5 million in task orders, according to Deltek.

Booz Allen Hamilton is second with $24.8 million, and Project Performance Corp. is third with $14.9 million.

None of the rest of the primes has more than $5 million in task orders. The other primes are ICF International, Blue Canopy Group, XLA Inc. and Ace Info Solutions Inc.
