Army plans $6B HR support IDIQ

The Army released its final solicitation for a 10-year, $6.1 billion indefinite-delivery indefinite-quantity contract for human resources personnel lifecycle support services.
The Army intends to make as many as 16 awards, with at least six awards going to small businesses. The contract is known as the Human Resource Solutions Support Personnel Life Cycle Support Services contract.
As the Army’s preferred strategic sources, the companies will support the Army, the Defense Department, and other agencies in purchasing cost-efficient and effective HR services through enterprise-level, performance-based contracts.
Services include personnel lifecycle support, personnel structure, and management approaches to improve overall efficiency and effectiveness.
Among other services, the government will also use the IDIQ for HR-related data management, such as content management, data modeling, and communications systems enhancements, and also help desk support.
The Army released its final solicitation Oct. 21. Responses are due by Dec. 20.
The contract is a follow on to the Personnel Support Services of Human Resource Services contract. Some of the incumbents on that contract include IBM, Booz Allen Hamilton, General Dynamics, Serco, Accenture and ICF International.
A small business known as the Armed Forces Services Corp. has captured the most work with $357.4 million in task orders, followed by Serco with $280.8 million, according to Deltek. Between them they've won 76 percent of the task orders.
