REPORT: Modernization efforts driving new contract opportunities

Deltek’s new report—Federal Enterprise Business Systems, 2015—finds that agencies are targeting business system consolidation and standardization to increase interoperability and transparency and reduce costs.

Agencies are pressured by policy and legislation meant to improve financial management, increase spending and transparency, improve efficiency and gain tighter control over assets, Deltek said, but agencies are slow to reach these goals.

Many of the business systems consolidation and modernization initiatives that agencies have employed to meet policy and legislative requirements have been underway for years, most beginning with financial management and human resource management, Deltek said.

As agencies move forward, they will be looking to continue these initiatives, but also integrate emerging technologies like cloud computing, analytics and mobility into them. Agencies will also be looking for better tools to deal with the growing complexity of business operations.

Deltek recommends in the report that contractors:

• Target agencies that began modernization efforts five or more years ago; the opportunities there will be to help those agencies migrate to cloud solutions, as well as help implement solutions that did not exist when modernization began
• Help agencies identify further opportunities for savings, especially in the areas of asset and material management and administrative and government management
• Look to expand shared service applications since many agencies launched core functions in a shared service model and are ready for expansion of applications and functionality
• Look for agencies that are trying to add mobile functionality to their current business systems
