VA T4 on ramp period comes to a close

VA brings the bidding period to a close for its $12 billion VA T4 contract. New awards are expected to be announced in July, as the agency is expected to add new service-disabled and veteran-owned small businesses to the mix.

Bids are due today (May 9) for veteran-owned small businesses trying to gain a spot on the Veteran Affairs Department’s lucrative IT contract known as T-4.

The $12 billion contract, with the full name of Transformation Twenty-One Total Technology, was awarded in 2011 to 15 companies, six service-disabled and veteran-owned small business and nine large businesses.

But VA reserved the right to on ramp and off ramp companies, and kicked off that process in November when it released a sources sought notice. The request for proposals was released in January with proposals due May 9.

Details were not available on whether any companies were going to exit the vehicle, though VA documents seem to indicate that is a requirement.

According to documents from its December industry day and answers to commenters on the source sought notice, VA intends to award at least one new contract through the on-ramping process to a service-disabled or veteran-owned small business.

The new award will be made in July.

T4 has five major functional areas:

  • Program management support
  • Systems/software engineering
  • Cybersecurity
  • Operations and maintenance
  • IT facilities

Other services described in the performance work statement include software technology demonstration and transition, test and evaluation support, enterprise network support and training.

The current contract holders of T4 are:

  • Adams Communications and Engineering Technology
  • ASM Research Inc.
  • Booz Allen Hamilton
  • By Light Professional IT Services
  • CACI International
  • Harris Corp.
  • Information Innovators Inc.
  • Hewlett-Packard Co.
  • Longview International Technology Solutions
  • Science Applications International Corp.
  • SRA International
  • Systems Made Simple
  • Technatomy Corp.

According to data from the market research firm Deltek, Systems Made Simple Inc. has pulled in the most task orders under the contract with $381.5 million. Longview has won $119.9 million in tasks and Harris has $109 million.

More than $1 billion in task orders have been awarded to date through the contract.
