FAA posts updates on former ONE-IT contract

The Federal Aviation Administration has released a list of updates on ONE-IT, including a name change to Information Technology Shared Services Solution Delivery contract.

The Federal Aviation Administration has posted a list of updates about its ONE-IT procurement, which is now known as Information Technology Shared Services Solution Delivery, or ITSS-SD.

The purpose of this announcement was to update contractors who are interested in it, according to the FedBizOpps website.

One reason behind the updates is to provide an updated draft performance-based statement of work that reflects changes to the scope of work and includes information on critical information regarding the FAA’s objectives and requirements for the ITSS-SD. Highlights include:

  • Capability Area A2, Infrastructure Operations and Support, has been removed.
  • Draft language for potential performance standards, incentives and metrics must be included.
  • The purpose of Domain B services must be clarified.

The updates are also meant to emphasize the administration’s cost optimization objectives for the contract. In other words, the importance of price for the procurement. The objectives are to drive down unit cost of service delivery for the selected processes by 10 percent.

This announcement was also meant to provide the list of interested parties based on permissions granted in market survey responses. The FAA has encouraged vendors to review this list when considering their teams.

Another reason behind the announcement was to notify contractors that the designated contracting officer for this vehicle has changed from Elisa Brown to Tye White.

The nature of the competition has yet to be determined, the announcement said, so there is no news on whether it will be full and open or a set-aside work contract.

Currently, the FAA is contemplating a multiple-award format, with a seven-year period of performance, which consists of a two-year base and five option years.

In addition to the updates, the FAA said that a final screening information request for offer will be issued in fiscal 2013.

It also encouraged companies to check out the attachments listed on the site, but it was suggested that the firms do not provide marketing materials, capability statements or proposed approaches.
