Much of the data is drawn from the government filings and financial results of the so-called pure play government contractors. The companies in this group are CACI International, DynCorp, Dynamics Research Corp., ICF International, ManTech International, NCI Information Systems, SRA International, Stanley Inc., Science Applications International Corp., and VSE Corp.

Those companies get nearly all of their revenue from information technology and other high-tech services work with the federal government.

Not included in the calculations are companies such as Computer Sciences Corp. or Hewlett-Packard Co., which have large commercial businesses. Also not included are the large defense prime contractors, such as Lockheed Martin Corp. and Northrop Grumman Corp., because of the significant aerospace, shipbuilding and weapons platform businesses they have.

Looking solely at the pure-play companies allowed us to measure the performance of the government services business and use that data to look at the performance of the industry to date, then identify any trends worth watching going forward.
