Ronald Shroder was named president and chief operating officer at Frontier Technology Inc., of Goleta, Calif. Shroder until recently was vice president of decision-support services at the company, leading development of decision-support, cost analysis and system health monitoring tools and related services.Charles Christopherson Jr. was named chief information officer at the Agriculture Department. Christopherson previously was USDA's chief financial officer, a role he will retain.William Winkenwerder joined Deloitte Consulting LLP, of New York, as a senior adviser in the company's federal, state and commercial health care practices. Winkenwerder most recently was assistant secretary of Defense for health affairs.Gerald Ellithorpe joined accounting and business advisory firm Goodman and Co., of Rockville, Md., as a senior associate. Ellithorpe holds a master's degree in taxation from Walsh College.Robert Garrity, FBI deputy chief information officer and business process re-engineering executive since June 2005, was reassigned and is now special agent in charge at the FBI's Denver field office.At Cxtec Inc., of Syracuse, N.Y.: Jeff Taft to strategic partnership manager, supporting the company's government business unit; Scott Gregory to sales director, handling business development of vertical markets; and Patrick Duffy to regional sales manager of the government business unit, charged with growing the company's federal practice.Fred Schobert was named to the newly created position of chief technical officer at the Federal Acquisition Office's Integrated Technology Services Office. Courtney most recently worked on satellite communications with U.S. troops in Iraq. Crowley most recently was a senior executive at Bombardier Aerospace, a division of Bombardier Inc.Linda Stiff will become acting commissioner and deputy commissioner for services and enforcement at the Internal Revenue Service when incumbent Kevin Brown leaves in mid-September. Brown will join the American Red Cross as chief operating officer. Agency CIO Richard Spires will replace Stiff as deputy commissioner for operations support.Rodney Wijas joined Athoc Inc., of Burlingame, Calif., to spur the company's growth in defense and homeland security in the federal government.
