Army draft RFP for support services open for comment

Late last week, the Army released the draft request of proposals for its Program Management Support Services-2 contract, worth close to $1 billion.

Vendors have until Dec. 15 to comment on the draft statement of objectives for PMSS-2.

Kevin Carroll, head of the Army's Program Executive Office, Enterprise Information Systems, said at a recent Washington, D.C., chapter luncheon of the Armed Forces Communications and Electronics Association that his office plans to release the final RFP in January and make awards in the April-to-June time frame.

"We want to know if we missed anything, and if the requirements line up OK," Carroll said.

Under the draft RFP, PEO EIS is hoping to obtain program management, advisory and consulting services, which include analyses of management, cost and programmatic issues, the document said.

The Army said the goal is to "improve policy development, management and administration, and improve the overall operational programs and systems supporting the various projects/product offices under PEO EIS."

The nine functional areas are:

• Program/project/product management


• Business process reengineering


• Information systems security


• Contingency planning


• Physical security


• Enterprise design, integration and consolidation


• Systems operation and maintenance


• Integrated logistics support


• Other IT related services.
