The Transportation Department wants to become a center of excellence for financial management in government, and is looking for a contractor to help it.

The agency wants to centralize financial management activities of other agencies such as the Agriculture and Labor departments and the Government Accountability Office, under its Delphi financial management system.

All of Transportation's agencies, plus the National Endowment of the Arts, use the Delphi system.

The agency plans to use the NIH CIO Solutions and Partners 2 contract to hire a contractor. The task order will be for six years and should have a cost-plus-award-fee price structure because of the unknown nature and extent of implementation efforts associated with each agency's needs. *
