  • The General Services Administration should set the $20 billion, 10-year Networx contract's minimum revenue guarantees high enough to encourage a broad range of contractors.

  • As proposed, Networx Universal contract winners share $525 million; Enterprise contract winners share $25 million. FTS2001, which Networx will replace, guaranteed $750 million to each of the two contract winners.

  • GSA should report to Congress any agency requests for telecommunication services outside Networx, slated for award in April 2006.
