Nick Newman has joined navigation and positioning systems company The Thales Group Inc., Santa Clara, Calif. as vice president of operations, logistics and sourcing.

Randy Kenworthy has left his position as chief executive officer of duexo inc. to become vice president of worldwide sales at data services provider Xaware Inc., Colorado Springs, Colo.

Jim Young, formerly with the CIA's directorate of science and technology, has joined CommVault Systems Inc., Oceanport, N.J., as federal account manager responsible for the storage company's sales to the defense and intelligence communities.

Former Ernst and Young Technologies CEO Barry Culman has joined GTSI Corp., Chantilly, Va., as chief business architect, charged with enhancing GTSI's profitability.

Anteon International Corp., Fairfax, Va., has named Air Force Lt. Gen. Richard Brown as group senior vice president of Air Force Programs. After 34 years in the service, Brown recently retired as Air Force acting assistant vice chief of staff.

Lawrence Prior III has joined Science Applications International Corp. of San Diego as senior vice president for federal business. Working from SAIC's McLean, Va., office, Prior will pursue business in homeland security and intelligence.

The ,b>Computing Technology Industry Association, Arlington, Va., has named Roger Cochetti to direct its U.S. public policy office. Cochetti will direct CompTIA's federal and state advocacy programs.

Jonathan Palmer has joined intrusion detection software maker Lucid Security Inc. of Philadelphia as its president and CEO. Palmer was CEO of e-payment service provider Vital Processing Services.

Gene Glazar has been named vice president of business development and strategy for the Rockville, Md.-based technology solutions sector of BAE Systems Plc, Farnborough, U.K. Joining the sector's North America board of directors is Lee Hamilton, currently president and director of the Woodrow Wilson International Center for Scholars and a former member of Congress, with 34 years representing Indiana's ninth district.

Most recently with Indus Corp., managing six programs at the departments of Education and Transportation, Theresa Urban has joined IT services provider InfoPro Inc., McLean, Va., as program director of the company's Coast Guard and Environmental Protection Agency business.

Washington think tank The Cato Institute named Jim Harper as director of information policy studies. Harper is editor of the Web-based privacy policy think tank < ahref="http://Privacilla.org">Privacilla.org, and a former counsel to committees in both the House and Senate.

Kevin McNerney has joined IT company merger and acquisition specialist Updata Capital Inc., Red Bank, N.J., as partner in the company's Reston, Va., office.

Government sales outsourcing and training provider Seneca Creek Consulting LLC, Gaithersburg, Md., has named Terry Douglas to head its counter-terrorism and intelligence training practice. Douglas is former director of the Federal Emergency Management Agency's continuity of presidency division.

DLT Solutions Inc., Herndon, Va., has hired Chris Laggini as director of human resources, a position Laggini recently held at SafeHarbor Technology Corp.; and Russ Holmes as vice president of Oracle sales, DLT's largest business division.

The Defense Department has appointed David Lohman as deputy director of the Biometrics Fusion Center, Clarksburg, W.Va. Lohman's mission will be to enhance the center's test and evaluation capabilities, a function he has performed for the Army's Test and Evaluation Command.

Joseph Kehoe has been named vice president of the newly formed federal consulting practice at Computer Sciences Corp. Kehoe will be responsible for CSC's existing federal consulting contracts and for developing new ones.

Andrew Jackson has been named vice president of marketing at e-gov software developer FreeBalance Inc. of Ottawa, where he will be responsible for global market, product and alliance strategies.
