<b>Northrop Grumman Corp.'s</b> Information Technology sector in Herndon, Va., named <b>David Zolet</b> to the newly created position of vice president of homeland security. Zolet will also serve as Northrop Grumman's lead corporate executive for homeland-security solutions and business development. Most recently, Zolet was vice president and general manager of Northrop Grumman's Mission Systems sector's civil systems division. He recently co-chaired the Republican Main Street Partnership's Homeland Security Task Force. Zolet also serves as the Northrop Grumman IT representative to the Northern Virginia Roundtable.

Since April 2002, Carnevale was director of Army and Navy programs for AERA Inc., which was acquired by EDO in February. Washington, D.C.-based , a provider of project portfolio management software, has named as director of business development. She is responsible for expanding the company's new business initiatives and channel development, both in the government and commercial markets. Baker was formerly the corporate development manager at Métier., a Raleigh, N.C., developer and manufacturer of information protection solutions, added two new members to its board of directors: of G3 LLC and of Origin Partners LP. It also added Samuel McKay of Axiom Venture Partners LP to its board of advisers., McLean, Va., appointed Henry Ott as vice president for intelligence business solutions. Ott will assist NCI in translating Department of Defense security programs into solutions for the U.S. intelligence community. Before joining NCI, Ott worked with Raytheon Co. and its national systems group as principal liaison to the intelligence community and various other government agencies., an Alexandria, Va., firm that specializes in creating enterprisewide information technology solutions to federal government clients, hired retired Navy Capt. D. Craig Welling as the executive director for defense information systems. Welling retired from the Navy in 2000 after 29 years in the submarine service. , an Arlington, Va., provider of technology development and national security research support, named James Kudla as director of corporate communications. He joins SPC from the Navy, where he served as an assistant chief of information and commanding officer of the Naval Media Center in Washington. , a Santa Clara, Calif., company that secures Web-based systems from application-level attacks, appointed as senior vice president of worldwide sales. Nugent has built and managed sales organizations for emerging and established systems companies, including Cisco Systems Inc., 3Com Corp., IBM Corp. and LuxN. Most recently he worked for Atrica., a Centreville, Va., professional services company known as Unitech, appointed retired as senior vice president for homeland security. He will manage the port security, emergency response offerings and daily operations of the homeland security division. In addition, he is charged with programmatic plans for homeland security for both domestic and international markets. Before joining Unitech, Pluta was the assistant commandant for marine safety, security and environmental protection at Coast Guard headquarters in Washington., former director of the Centers for Medicare & Medicaid Services Enterprise Databases Group, has joined in Baltimore as the director for program management. Booth's responsibilities include streamlining and standardizing management processes and positioning ViPS strategically in the health scare market place., a McLean, Va., not-for-profit national resource that provides systems engineering, research and development, and information technology support to the government, appointed to the position of Mitre fellow. Fellow is conferred on senior members of the company's technical staff who have made significant contributions to the state of the art in one or more technical disciplines. Jacyna, a scientist at Mitre, is nationally known within the undersea warfare community.
